Vsi govorimo o problemu, malo kdo pa ponudi konkretne odgovore. Frano To\u0161, direktor in soustanovitelj podjetja <a href=\"https:\/\/www.prvahisa.si\/\">Prva hi\u0161a<\/a> ter eden vodilnih razvijalcev stanovanjskih projektov pri nas z ve\u010d kot 30 leti izku\u0161enj, ima jasen pogled na vzroke in re\u0161itve.<\/span><\/p><p><iframe title=\"Luksuzna stanovanja po svetovnih standardih v Sloveniji!\" width=\"563\" height=\"1000\" src=\"https:\/\/www.youtube.com\/embed\/s0mBH5Irdfo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p><h3><b>Zakaj se v Sloveniji gradi premalo?<\/b><\/h3><p><span style=\"font-weight: 400;\">Odgovor je preprost, a bole\u010d: celoten postopek razvoja nepremi\u010dninskih projektov je prezamuden in preve\u010d obremenjen z regulativnimi zahtevami. Od nakupa zemlji\u0161\u010da do pridobitve gradbenega dovoljenja lahko mine <\/span><b>pet do sedem let<\/b><span style=\"font-weight: 400;\">. V tem \u010dasu investitor ve\u017ee lastna sredstva, nosi tveganje tr\u017enih sprememb in pla\u010duje obresti. Vse to se na koncu odra\u017ea v ceni kvadratnega metra.<\/span><\/p><p><span style=\"font-weight: 400;\">Problem ni en sam akter. Naravovarstveniki, energetiki, prometna infrastruktura, urbanisti \u2013 vsak od njih maksimizira svoje zahteve, skupni rezultat pa je sistem, ki onemogo\u010da hitrej\u0161o in cenovno dostopnej\u0161o gradnjo. Kot pravi To\u0161: <\/span><i><span style=\"font-weight: 400;\">\u201eOptimum je maksimum mo\u017enega \u2013 ne pa maksimum, kar si vsak posamezni dele\u017enik \u017eeli.&#8221;<\/span><\/i><\/p><h3><b>Bela knjiga SBC: Predlogi za sistemske spremembe<\/b><\/h3><p><span style=\"font-weight: 400;\">V okviru Zdru\u017eenja SBC je skupina izku\u0161enih nepremi\u010dninskih strokovnjakov pripravila predloge konkretnih ukrepov. Klju\u010dna sporo\u010dila so jasna:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Skraj\u0161anje postopkov<\/b><span style=\"font-weight: 400;\"> za pridobitev dovoljenj je najpomembnej\u0161i ukrep. Vsak prihranjen mesec pomeni ni\u017eje stro\u0161ke in ni\u017ejo kon\u010dno ceno stanovanja.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Digitalizacija procesov<\/b><span style=\"font-weight: 400;\"> \u2013 uvedba AI orodij pri obravnavi vlog, podobno kot \u017ee delajo v Estoniji in na Finskem, bi drasti\u010dno pospe\u0161ila administrativne postopke.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Transparentnost pri javnih naro\u010dilih<\/b><span style=\"font-weight: 400;\"> in odpravljanje mehke korupcije pri izbiri izvajalcev javnih gradenj.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Prometna infrastruktura<\/b><span style=\"font-weight: 400;\"> kot pogoj za razbremenitev Ljubljane \u2013 hitrej\u0161i dostop iz okoli\u0161kih mest bi zmanj\u0161al pritisk na prestolnico in s tem posredno vplival na cene.<\/span><\/li><\/ul><h3><b>Kaj kupci danes i\u0161\u010dejo? Trendi, ki oblikujejo trg<\/b><\/h3><p><span style=\"font-weight: 400;\">Trg se spreminja. To\u0161 izpostavlja dva klju\u010dna premika, ki ju zaznavata njegova prodajna ekipa in neposredni pogovori s kupci. <\/span><b>Prvi\u010d:<\/b><span style=\"font-weight: 400;\"> vstopna stanovanja za mlade dru\u017eine so danes trisobna, medtem ko so dvosobna postala prete\u017eno investicijska \u2013 kupujejo jih z namenom oddaje. <\/span><b>Drugi\u010d:<\/b><span style=\"font-weight: 400;\"> COVID-19 je bistveno okrepil povpra\u0161evanje po kakovostnih bivalnih povr\u0161inah izven stanovanja \u2013 terasah, vrtovih in skupnih zelenih povr\u0161inah. Tisti, ki so med zaprtji imeli dostop do vrta ali ve\u010dje terase, so pandemijo pre\u017eiveli bistveno la\u017eje.<\/span><\/p><p><iframe title=\"Naloz\u030cbena stanovanja: kljuc\u030c do pametnega investiranja danes.\" width=\"563\" height=\"1000\" src=\"https:\/\/www.youtube.com\/embed\/Ckx6Xi45mx8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p><h3><b>Biofilna stanovanja: Jur\u010dkova cesta kot primer dobre prakse<\/b><\/h3><p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.prvahisa.si\/sl\/jurckovo-naselje\/\">Projekt 170 stanovanj<\/a> na Jur\u010dkovi cesti v Ljubljani je eden redkih primerov, kjer je bila <\/span><b>biofilna arhitektura<\/b><span style=\"font-weight: 400;\"> vgrajena \u017ee v idejno zasnovo \u2013 ne kot estetski dodatek, ampak kot funkcionalna premisa. Vise\u010di vrtovi, avtomatski namakalni sistemi in naravni materiali niso bili kompromis, ampak izhodi\u0161\u010de na\u010drtovanja. Projektiral ga je biro Office Arhitekti, idejni razvoj pa je trajal dve leti pred za\u010detkom gradnje.<\/span><\/p><p><span style=\"font-weight: 400;\">Rezultat govori sam zase: prakti\u010dno vsa stanovanja so bila prodana \u0161e pred zaklju\u010dkom projekta.<\/span><\/p><h3><b>Nasvet mladim kupcem: Kupiti ali najemati?<\/b><\/h3><p><span style=\"font-weight: 400;\">To\u0161 je nedvoumen: <\/span><b>najem dragega stanovanja v presti\u017eni lokaciji ni dobra dolgoro\u010dna odlo\u010ditev.<\/b><span style=\"font-weight: 400;\"> Ob histori\u010dno nizkih fiksnih obrestnih merah \u2013 pod 3 % za obdobje 15 do 20 let \u2013 in inflaciji, ki realno zmanj\u0161uje vrednost dolga, je nakup stanovanja, \u010detudi v okolici Ljubljane, bolj\u0161a nalo\u017eba v prihodnost. <\/span><i><span style=\"font-weight: 400;\">\u201eStanovanje v Grosupljem, Ivan\u010dni Gorici ali na Vrhniki je trajna baza, ki raste skupaj z vrednostjo trga,&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> pojasnjuje.<\/span><\/p><p><span style=\"font-weight: 400;\">Periferija sledi prestolnici \u2013 z zamikom, a sledi. Lastni\u0161tvo, \u010deprav obremenjeno s kreditom, gradi premo\u017eenje. Zahteva konsenz med vsemi dele\u017eniki, digitalizacijo postopkov in stanovanjski sklad, ki bo dejansko zagotavljal najemna stanovanja za mlade po dostopnih cenah.
