Andrejo Cirman \u2013 poznavalko financ, nepremi\u010dnin in trajnostnih modelov bivanjske politike. Z njo smo se osredoto\u010dili na temeljna vpra\u0161anja, zakaj stanovanjska politika v Sloveniji pogosto ostane le v diskurzih, in ne v spremembah, ki bi izbolj\u0161ale dostopnost in trajnost bivalnega prostora.<\/span><\/p><h2><b>Rast cen in dostopnost trga<\/b><\/h2><p><span style=\"font-weight: 400;\">V Sloveniji cene stanovanjskih nepremi\u010dnin \u0161e naprej rastejo, \u010deprav je dinamika niha skozi \u010detrtletja. Po podatkih Statisti\u010dnega urada RS so se stanovanjske nepremi\u010dnine v enem letu podra\u017eile za ve\u010d kot 5 % (6,5 % pri rabljenih stanovanjih in dru\u017einskih hi\u0161ah), medtem ko so se cene novih bistveno zvi\u0161ale manj.<\/span><a href=\"https:\/\/www.stat.si\/StatWeb\/News\/Index\/13870?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">stat.si<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Medtem pa je prodaja na trgu padla v primerjavi z vrhom leta 2021 \u2013 \u0161tevilo prodaj je upadlo za pribli\u017eno 35\u201340 %, kar ka\u017ee na ni\u017ejo likvidnost trga in mo\u017eno zadr\u017eanost kupcev zaradi cenovne neugodnosti.<\/span><a href=\"https:\/\/www.e-prostor.gov.si\/fileadmin\/Podrocja\/Trg_vrednosti_nep\/Trg_nepremicnin\/Porocila_o_trgu_nepremicnin\/2024\/Letno_porocilo_za_leto_2024.pdf?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">e-prostor.gov.si<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Podatki tudi ka\u017eejo, da je v Sloveniji \u0161e vedno veliko neuporabljenih stanovanj \u2013 podatki iz leta 2021 navajajo, da je bilo v dr\u017eavi ve\u010d kot 160.000 praznih stanovanj.<\/span><a href=\"https:\/\/nepremicnine.siol.net\/novice\/v-sloveniji-je-praznih-vec-kot-160-tisoc-stanovanj-162?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">nepremicnine.siol.net<\/span><\/a><\/p><h2><b>Lastni\u0161tvo in najemni trg v \u0161ir\u0161em evropskem kontekstu<\/b><\/h2><p><span style=\"font-weight: 400;\">Po podatkih Eurostata \u017eivi v lastni\u0161kih nepremi\u010dninah v Evropi pribli\u017eno 69,7 % prebivalcev, kar pomeni rahlo zmanj\u0161anje dele\u017ea lastni\u0161tva v primerjavi z desetletjem prej. Ta trend odra\u017ea evropski premik k bolj dinami\u010dnim oblikam bivalnih aran\u017emajev in ve\u010dji vlogi najemnega trga, \u0161e zlasti v mestih z visokimi cenami nepremi\u010dnin.<\/span><a href=\"https:\/\/lider.si\/lastniska-stanovanja-v-evropi-slovenija-se-premika-drugace-kot-zahod\/?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">Lider.si<\/span><\/a><\/p><p><iframe title=\"Nepremi\u010dninski davek  Nikoli sprejet  Zakaj\" width=\"800\" height=\"450\" src=\"https:\/\/www.youtube.com\/embed\/JCsCELNd4kU?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p><p><span style=\"font-weight: 400;\">Hkrati pa so stro\u0161ki bivalnih enot v EU ob\u010dutno obremenili prora\u010dune gospodinjstev. Podatki Eurostata ka\u017eejo, da skoraj 10 % prebivalcev v mestih porabi ve\u010d kot 40 % razpolo\u017eljivega dohodka za bivalne stro\u0161ke \u2013 merilo, ki ga statistika ozna\u010duje kot \u201chousing cost overburden rate\u201d.<\/span><a href=\"https:\/\/ec.europa.eu\/eurostat\/web\/interactive-publications\/housing-2025?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">European Commission<\/span><\/a><\/p><h2><b>Primeri dobrih praks: Zakaj je Dunaj pogosto omenjen<\/b><\/h2><p><span style=\"font-weight: 400;\">V mednarodnem kontekstu izstopa model Dunaja kot izjemna referenca pri dru\u017ebenem in raznolikem stanovanju. V Avstriji zna\u0161a dele\u017e socialnih stanovanj okoli 24 % celotnega stanovanjskega fonda, v samem Dunaju pa je dele\u017e socialnih in subvencioniranih stanovanj bistveno vi\u0161ji \u2013 pribli\u017eno 40\u201344 % (razli\u010dni viri ocenjujejo okoli tega razpona).<\/span><a href=\"https:\/\/housingpolicytoolkit.oecd.org\/www\/CountryFiches\/housing-policy-Austria.pdf?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">housingpolicytoolkit.oecd.org+1<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Tak\u0161en model omogo\u010da ve\u010djo dostopnost in stabilnost bivalnih enot, prizadeva pa si tudi uravnavati supremacijo privatnega najemnega trga. \u010ceprav se okoli modeli soo\u010dajo s pritiski cen in investicij, ostaja to eden najbolj strukturiranih pristopov v Evropi.<\/span><a href=\"https:\/\/www.europeandatajournalism.eu\/cp_data_news\/europes-rents-are-on-the-rise-whos-hardest-hit\/?utm_source=chatgpt.com\"> <span style=\"font-weight: 400;\">europeandatajournalism.eu<\/span><\/a><\/p><h2><b>Kje se \u201czatakne\u201d v Sloveniji<\/b><\/h2><p><span style=\"font-weight: 400;\">V pogovoru je prof. Cirman opozorila na klju\u010dne vzvode, ki oblikujejo slovenski stanovanjski sistem:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Nepremi\u010dninska ekonomika se pogosto zanemari v javnem diskurzu<\/b><span style=\"font-weight: 400;\">, kar vodi v prenizke najemnine in premalo vzdr\u017eevanja javnih najemnih stanovanj.<\/span><p>\u00a0<\/p><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Zemlji\u0161\u010da kot osnovni vir<\/b><span style=\"font-weight: 400;\"> ostajajo del prostorskega in investicijskega sistema, ki ne omogo\u010da sistemati\u010dnega razvoja dosegljivega najemnega in trajnostnega stanovanjskega fonda.<\/span><p>\u00a0<\/p><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Subvencioniranje bivalnih stro\u0161kov brez jasne ekonomike<\/b><span style=\"font-weight: 400;\"> povzro\u010da nasprotne u\u010dinke, saj se stro\u0161ki vzdr\u017eevanja in obnove skrijejo ali pozabijo, kar vodi v degradacijo stanovanjskega fonda.<\/span><p>\u00a0<\/p><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Kratkoro\u010dno oddajanje (npr. Airbnb)<\/b><span style=\"font-weight: 400;\"> in pomanjkanje namenskih \u0161tudentskih domov ali oblik bivanja za migrante pove\u010duje pritisk na dolgoro\u010dni najem.<\/span><p>\u00a0<\/p><\/li><\/ul><p><iframe title=\"Gradnja v Sloveniji vs  ZDA  Trajnostne in Monta\u017ene Hi\u0161e\" width=\"563\" height=\"1000\" src=\"https:\/\/www.youtube.com\/embed\/lfs6y738dFk?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p><p><span style=\"font-weight: 400;\">Ti izzivi so sistemski, zato po njenem mnenju ni dovolj samo pove\u010danje gradnje \u2013 potrebujemo strukturiran pristop, ki zajema zemlji\u0161ko politiko, voljno regulacijo in jasne ekonomike na ravni najemnih in lastni\u0161kih re\u0161itev.<\/span><\/p><h2><b>Kaj to pomeni za Slovenijo<\/b><\/h2><p><span style=\"font-weight: 400;\">Z vidika LynxCraft je razumevanje stanovanjske politike ve\u010dplastno: stanovanjski izzivi niso le cenovni ali infrastrukturni, ampak strukturirani skozi zgodovinske odlo\u010ditve o tem, kdo upravlja zemlji\u0161\u010da, kako so oblikovane najemnine in kako se meri dostopnost.<\/span><\/p><p><iframe title=\"Socialni fond propada  Neuspehlo &#039;skandinavsko&#039;
